Stage 1 water conservation measures go into effect every year regardless of seasonal weather patterns. These measures establish the mandatory restrictions of outdoor water use from June 1st until September 30th annually. The Town of Creston may, upon notification, impose further water conservation measures (Stage 2-4) as necessary.

Factors used in the determination to impose further water conservation measures (Stage 2-4) are:
- Waterworks system demands
- Rainfall statistics
- Reservoir capacity
- Actual and predicted weather
- Source groundwater and/or stream levels
