The Town of Creston has officially cancelled the Tender for the Creston Emergency Services Building (CESB) project. Town Council formally rejected the bids received for the CESB at the Special Council Meeting held on Tuesday, August 18, 2020.
“The Town of Creston received two tender bids for the Creston Emergency Services Building project”, said Mayor Ron Toyota. “Both submitted bid price amounts greatly exceeded the funding available for this project and therefore, Council has chosen to cancel the tender process and officially reject the bids received for the Creston Emergency Services Building at this time.”
The deadline to receive electronic tender documents for the Creston Emergency Services Building was 3:00 p.m. on Thursday, August 13, 2020. The bids received were respectively $12,698,000 and $12,998,000, not including GST.
“We understand that our community, and especially proponents of the building, are disappointed with these results of the tender process for the Creston Emergency Services Building”, Chief Administrative Officer Michael Moore stated. “Rest assured that Town Council and Staff, along with our Technical Building Advisory Committee, Creston Fire Rescue and BC Emergency Health Services are committed to moving this project forward, within the approved budget.”
At the Special Council Meeting of August 18, 2020, Council directed staff to cancel the tender process for the Creston Emergency Services Building and evaluate reasonable project options, timeline and/or budget.
“This is an opportunity for us to review the project scope. We know that at this time, there is uncertainty in the market conditions created by the COVID-19 pandemic, and we will need to determine how that affects the overall project”, said Mayor Toyota.
A Request for Information and Qualifications (RFIQ) for general contractors was issued in October 2019, with five general contractors invited to submit tender bids for the Creston Emergency Services Building. Three of the prequalified general contractors chose not to submit bids. The tender period opened on July 8, 2020 and closed August 13, 2020.
