WHAT IS THIS PROGRAM ABOUT?

The Community Initiatives and Affected Areas Programs (CIP/AAP) are intended to be flexible and incorporate community-based funding decisions. The programs support local projects that provide additional value to Basin communities, and that benefit the broad community and public good. Program funds are distributed annually to the Trust’s local government partners: the regional districts of East Kootenay, Central Kootenay and Kootenay Boundary, the City of Revelstoke, Town of Golden, Village of Valemount, and to our Indigenous partners: Ɂaq’am, Ɂakisq’nuk, Lower Kootenay (Yaqan nuɁkiy), Tobacco Plains Indian Band (Ɂakink’umŧasnuqŧiɁit) and the Shuswap Indian Band.

The Affected Areas Program (AAP) is designed to put funds back into the Basin for those communities most affected by dam construction under the Columbia River Treaty. The AAP funds projects that meet priorities in communities which lie within 10 kilometres of the Duncan Reservoir (portion of Area D) as well as within 10 kilometres of the Arrow Lakes, upstream of the reservoir (portion of Area J), all of Area K, and the Village of Nakusp. Affected Area communities include: portion of Area D (Argenta, Cooper Creek, Howser, Johnsons Landing, Lardeau and Meadow Creek), portion of Area J (Brooklyn, Deer Park, Renata, Shields and Syringa), and Area K (Arrow Park, Burton, Edgewood, Fauquier, Rural Nakusp/Bayview and the Village of Nakusp).

Proposals need to adhere to the spirit of programs provided by the Trust and support efforts by the people in the Basin for meeting community and public need rather than private needs.

HOW DO I APPLY?

Applications must be completed through the online application process. Organizations are encouraged to carefully read through the 2020 Pre-Application Worksheet and Application
Guide for application information and instructions. 

Organizations will need to create a CBT account in order to access, complete and submit the online application form.

The deadline for submission of proposals to the RDCK is 4:30 pm on Friday, February 28, 2020.  Late applications will not be accepted.

WHO CAN APPLY?

Project proposals must benefit one or more of the following areas within the RDCK:

MUNICIPALITIES: City of Castlegar, Village of New Denver, City of Nelson, Village of Salmo, Town of Creston, Village of Silverton, Village of Kaslo, Village of Slocan, Village of Nakusp     

RURAL ELECTORAL AREAS: A, B, C, D, E, F, G, H, I, J, K

Eligible applicants include registered organizations that are: 

  • Not-for-profit
  • First Nations
  • Registered schools
  • Local government

Any private sector proposal that comes forward must be sponsored by an eligible organization and must clearly demonstrate community benefits.

Please note that in order to be eligible for 2020 grant funding, an organization must be in good standing, which means an organization which received funding in 2018 or prior MUST have submitted a Final Financial Report to the RDCK before December 31, 2019, or else will not be eligible for 2020 funding consideration, unless a project extension has been granted.

Applicants are encouraged to seek funding from other sources to assist with their projects and not to rely solely on Columbia Basin Trust funding.

WHAT TYPES OF PROJECTS / COSTS ARE NOT ELIGIBLE?

The Columbia Basin Trust Act requires that Trust funding not relieve any level of government of its normal obligations. Program funds should not be used to fund basic infrastructure activities that are normally funded through the government tax base such as: 

  • Roads
  • Sewers
  • Municipal water systems; and,
  • Fire protection.

Proposals requesting multi-year funding will not be considered.

Operational costs are not eligible for funding. On-going operational costs are those costs which are intended to support staff positions and regular payments expected to be made by the organization to ensure the continuity of its operations. These include costs such as rent payments, utilities, levies, and other contractual obligations.

Exceptions:

  • Affected Area Program (AAP) funding
  • Start-up costs for an organization, with a clear plan for on-going support of the operations in the future and that the time frame for the longer term operational funding is outlined in the proposal

ARE THERE REPORTING REQUIREMENTS?

YES, all organizations in receipt of CIP/AAP funding are required to, voluntarily and without reminders, submit a RDCK Final Financial Report  by June 30th of the year following receipt of funding using the 2020 RDCK Final Financial Report.  It is expected that proposals funded in 2020 be completed by June 30, 2021 at which time a final financial report is due. 

An intact Final Financial Report must be completed in its entirety.  The report MUST include the GST declaration; financial statement information outlining the revenue and expense activity of funded project; and copies of receipts/invoices that demonstrate how the total amount of CIP/AAP funding was utilized by the organization. Please submit as one pdf file by email and submissions via third party websites such as ICloud, Google, etc. are not accepted at this time.

Organizations with outstanding or incomplete will not be eligible for 2020 CIP/AAP funding consideration or future consideration until the outstanding or incomplete final financial report has been submitted to and approved by the RDCK.  If you are unsure of your organization's project status please contact the RDCK as soon as possible for clarification.

The Trust Working Closely with People in the Basin

The Trust supports the ideas and efforts of the people in the Columbia Basin.  They take their lead from residents and communities. Whatever the situation calls for, they adapt their role: from providing resources, to bringing people together, to leading an entire initiative. The Trust is here to offer experience and support to all Basin residents.

The Trust provides an extensive range of services, programs, initiatives (including the Community Initiatives and Affected Areas Program) and financial investments.  Their purpose is straightforward: they exist and act for the social, economic and environmental well-being of the Basin—now and for generations to come.
